H.E. Prof. Datuk Syed Omar Al Saggaf
Chairman
H.E. Prof. Datuk Syed Omar Al Saggaf has formerly served as the Ambassador Extraordinary & Plenipotentiary of Malaysia to the Kingdom of Saudi Arabia and is currently the Deputy Chairman of the Malaysia – Saudi Business Council. His vast experience spearheading governmental-level economic development and policy between Malaysia and Saudi Arabia solidifies him as a key figure in directing IBC’s strategic path.
His extensive knowledge and experience spanning trade, culture, and diplomacy in Saudi-Malaysian industries, complemented by his unparalleled access to crucial governmental entities of both nations, are invaluable assets to IBC.
During his diplomatic service, Prof. Datuk Syed Omar played an instrumental role in strengthening and re-establishing robust diplomatic, cultural, and economic ties between Saudi Arabia and Malaysia.
Prof. Datuk Syed Omar holds a Master’s Degree in Near Eastern & North African Studies, specialising in Arabic Language and Culture, from the University of Michigan, USA, and a Bachelor’s Degree in Syariah from Madinah University, Saudi Arabia.

Dr Serge Pierre Besanger
Chief Investment Officer (CIO)
Dr. Serge Pierre Besanger brings a rich blend of international experience and academic prowess to his role as the Chief Investment Officer (CIO) at IBC Group. Currently a Senior Consultant with the International Monetary Fund (IMF) and a Professor of Finance at HEC Business School, Paris, his credentials boast an MBA from ESSEC Business School, Paris, and a PhD from Sorbonne University, Paris.
During the Asian financial crisis, Dr. Besanger was the Acting Director of the IMF’s Singapore subsidiary, a collaboration with the Monetary Authority of Singapore. His leadership capabilities extended to his Former MD & CEO role at Leroy-Somer SEA, a subsidiary of Emerson, a Fortune 100 company.
In his accomplished career, Dr. Besanger has contributed significantly to IMF papers and offered sage advice to government regulators on banking and finance regulations and risk scoring for banks.
As CIO, Dr. Besanger is instrumental in steering the growth strategy and directing investments for the IBC Group.

Y.M. Tunku Dato' Iskandar Dzulkainain Bin Tunku Dato' Ismail

Y.M. Tunku Dato’ Iskandar Dzulkarnain previously held the position of Executive Chairman at R&A Telecommunication Group Berhad. As a key player in the Malaysian infrastructure industry, he has undertaken vast projects, including data centres, commercial centres, security systems, retail outlets, restaurants, hotels, shopping malls, fitness centres, oil & gas refinery plants and high-end private residences.
His broad experience in the oil & gas sector is further distinguished by his collaborations with international and domestic players, including Lurgi (M) Sdn Bhd, Shell Refinery (M) Sdn Bhd, and Petronas.
As CEO, Y.M. Tunku is responsible for steering the business management in alignment with IBC Group’s strategic direction and long-term goals.

Executive Director
Aznam bin Shahuddin is the Executive Director of IBC Technoventures Berhad and the Director of Investors Relation at IBC Assets Berhad. He brings over a quarter-century of seasoned expertise to the table. His extensive repertoire includes private equity investment, financial management, strategic planning, investor relations, Islamic finance, and mergers and acquisitions.
David Pillay Chee Yong
Executive Director
David Pillay Chee Yong is the Executive Director of IBC Technoventures Berhad and the Managing Director of International Business Capital Pte Ltd. His extensive professional background covers Training & Development, Industrial Relations, Special Projects, and Human Capital Management.
Azlin Romlez Taslim
Investment Director
Azlin Romlez bin Taslim supervises the compliance and investment operations of IBC Technoventures Berhad and IBC Assets Berhad. He has over 21 years of experience in the Malaysian capital markets industry, encompassing areas like share trading, treasury, and corporate finance.
Ang Kian Siong
Technology Advisor
Ang Kian Siong serves as the Technology Advisor for IBC Technoventures Berhad. An accomplished veteran in the Silicon and III-V compound semiconductor industry, he brings over two decades of comprehensive semiconductor experience to the role.
